That regional role should be stated carefully. Southampton County Jail remains the primary local jail for this site. WTRJ becomes important when the sheriff, magistrate process, or custody route indicates the person is held there. Female offenders, transfers, and regional processing can confuse family searches, so confirm the holding facility before using WTRJ mail, phone, or commissary services.

Western Tidewater Jail Capacity

The BOLRJ 2023 capacity report lists Western Tidewater Regional Jail with 1,070 permanent beds, 3 temporary beds, 119 special-purpose beds, rated capacity 552, and average daily population of 611.95. This is a regional jail figure, not a Southampton County-only population count. It should not be used to describe the Courtland jail.

The ADP being above rated capacity but below permanent-bed count shows why bed count and rated capacity are different measures. A regional jail may have contract, transport, and member-jurisdiction channels that do not map neatly to one county's arrest count.

Western Tidewater Jail Calls

WTRJ uses ViaPath and ConnectNetwork for inmate communications. The official communication page states that outgoing calls are debit and collect only, limited to 15 minutes, monitored and recorded, and not permitted after 10:45 p.m. or before 10:00 a.m. The research lists support numbers for kiosks and the inmate phone system.

Western Tidewater Commissary

WTRJ uses Oasis commissary. The official page says inmates may order up to $200 for themselves in-house and may receive $200 in weekly family or friend orders. Canteen is delivered Wednesday, and the jail has until Friday to complete orders. These limits are WTRJ rules and should not be copied to Southampton County Jail or VADOC facilities.
